Petition: Stop the Hydrogen Plant at Scattergood in LA

The LA City Council and LA Department of Water and Power are pushing an expensive, dirty hydrogen plant at Scattergood, and they'd prefer people don't know about it.

The project got a speedy vote at the LADWP board earlier this year. Staff were eager to get the $800-million-dollar project approved, even though the current power plan, the SLTRP, has yet to be vetted or approved. The truth is, the environmental and social benefits of hydrogen, however it's produced, dissipate like gas once you start asking questions. That's why we're pushing back. The time to stop this is now.

The Scattergood Hydrogen Modernization Ordinance is currently stalled at the Environment, Climate Change and Environmental Justice & Rivers Committee, thanks in large part to volunteer leaders like you who pushed to stop the vote. This delay is only temporary, though, so we've got to keep the pressure on. 

The last time hydrogen came up in LA, we were unable to stop it. Los Angeles is now in line for some huge investments into hydrogen from the federal government. This hydrogen plant on the west side is meant to be one of many in our communities. If LADWP had its way, we'd see massive construction in the next decade, not for solar or home energy conservation and batteries, but for gas pipelines, hydrogen electrolyzers, massive storage tanks, and more methane gas -- over 90% of hydrogen is manufactured from fossil fuel.

We have to do everything we can to stop the climate crisis, but an "all of the above" strategy won't work. We're out of time for incremental change and modest emission reductions. The focus on hydrogen has already distracted from more important initiatives like utility debt relief, grid electrification, and customer demand response programs that can save people money and cut local pollution in the 7 years we have left to avert climate chaos.

The message of the Climate Justice for LA campaign has always been clear: LA must get to 100% clean energy by 2030 with a just transition. Climate justice means no more sacrifice zones, that polluters pay, and that we achieve true energy democracy. The people of LA deserve a say, and we have the power to make it happen.

Dear LA City Council and LA Mayor,
I urge you to stop LADWP’s plans to build out hydrogen-burning power plants in our neighborhoods in order to reach LA’s 100% clean enery goals.
The LA City Council must reject the proposed Hydrogen Modernization Project at Scattergood until sufficient time and resources are put into identifying alternatives that don’t keep LA dependent on gas plants.
The truly clean energy solutions that exist now must be the priority. LADWP is a public-owned utility, and therefore, the future of clean energy is up to us, the people. We demand more local community-driven solutions that promote climate justice and get us to 100% clean energy by 2030.
